Dr. Sanjay Pal is an Economist and Management Professional and has more than two and half decades of experience in entrepreneurship development, small and medium enterprise (SME) promotion, cluster development, value chain up-gradation, business development services (BDS) market development, teaching and research. He was involved in facilitating the process of SME cluster and export development, research and knowledge generation, training and capacity building in different countries. He had worked as the Project Director in the “Business Development Services Market Development Project” in select MSME clusters in India with support of the World Bank, Department for International Development (DFID), U.K., Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Germany and Small Industries Development Bank of India (SIDBI). He was instrumental in setting-up and also headed the International Centre for Cluster Competitiveness, Growth and Technology (IC3GT), in Entrepreneurship Development Institute of India (EDII) with support of the Ministry of MSME, Government of India.

As an International Expert, he shared inputs in the “Training of Trainers (ToT) on Planning and Monitoring for Cluster Development Initiatives” programme in Vienna, Austria. He has conducted research on cluster, BDS and value chain, presented papers in national and international conferences and conducted training programmes in different countries. As part of MSME cluster development and value chain up-gradation work, Dr. Pal has handled various assignments in Italy, Japan, Brazil, Argentina, Iran, China, Thailand, Myanmar, Lao PDR, Vietnam etc. He has handled various entrepreneurship and SME development assignments supported by UNIDO, DFID, GIZ, KfW, ILO and the World Bank. He has worked as an International Consultant on SME Cluster and Value Chain Development with the Mekong Institute, an inter-governmental organization based in Thailand and working in ASEAN countries.

He worked as Professor and Director, ‘Department of Business Development Services and National Outreach and In-charge, ‘Department of Developing Economy Engagement in the Entrepreneurship Development Institute of India. The Department of DEE conducted series of training and capability building programmes for the Government officials from 161 countries in Asia, Africa, East Europe, Latin America, Caribbean and Pacific and Small Island countries under Indian Technical & Economic Cooperation Programme (ITEC) and Special Commonwealth Assistance for Africa Programme (SCAAP) of the Ministry of External Affairs (MEA), Government of India.

Dr. Pal was instrumental in establishing India-Uzbekistan Entrepreneurship Development Centre in Tashkent, Uzbekistan with the support of MEA, Government of India. He also facilitated the process of setting up Entrepreneurship Development Centres which intend to take up activities for promotion of entrepreneurship and start-ups in Africa. He handled various assignments in Rwanda, Namibia, Zambia etc. He undertook a study and submitted a comprehensive plan for making the Mahatma Gandhi Centre for Leadership and Entrepreneurship (MGCLE) in Djibouti functional and growing.

In collaboration with the University of East London, U.K., he handled “Social Enterprise Education Programme” (SEEP) with the support of the British Council. Dr. Pal also successfully handled Professional Fellows Program jointly managed by EDII and the University of Oklahoma, USA. The Program was supported by the U.S. State Department.

He was invited by the Spain-India Council Foundation to participate in the Indian Leaders Programme (ILP) 2019 which was held in Spain during 30, June- 6, July 2019. He exchanged his idea for promoting Entrepreneurship and Start-ups involving India and Spain in this ILP.

Prof. Pal taught ‘Rural Marketing in the Post Graduate Programme and trained officials from different countries on Cluster Development and Value Chain Upgradation, Cluster Branding, Export Consortia and Export Development, Social Capital Development etc. Under CDE Programme, he trained about 500 officials from 70 countries. 

Under aegis of the project ‘Enhancing Competitiveness of Small and Medium-sized Enterprises in the Southern Economic Corridor (SEC) of ASEAN Mekong Sub-region (AMS) supported by ASEAN – Japan Integration Fund (AJIF), he had conducted a comprehensive “Study on Market and Value Chain Mapping” in Vietnam, Cambodia, Thailand and Myanmar on behalf of the Mekong Institute, Thailand.

Prof. Pal authored a book titled “Supply Chain management- Strategies and Evaluation” with Dr. R. K. Mishra. He also edited a book with Prof. D.M. Pestonjee titled “Human Resource Development and MSME Development”. 

He has done M.Sc. in Economics from University of Calcutta, M.B.A in Marketing from the University of Burdwan and Ph.D. in Commerce from University of Calcutta and has more than two and half decades of academic, administrative, consultancy and industrial experience.
